What is an Item Upgrader in Pokemon Go?

Some items have an inherent boos that are less useful when upgraded, for example the Goldwrap that gives you extra potion slots. They are often upgraded to add more value to a nearly perfect item.

Costs

Upgrades have some associated costs. The first is the cost for the upgrade. The cost is based on the new ilvl of the Best item upgrader (Read More Here) and the number of perks it gains, and can be expensive. It is also costly to upgrade an item to a higher tier (such as Explorer > Champion, or Veteran > Heroic).

The second is the cost of the materials required to upgrade. These are typically Power Dices (dropped from monsters 21+), Minerals and Erons or a specific Mists of Pandaria or Warlords of Draenor Quests. The quantity of these items needed can be found in the inventory of an upgrade vendor.

Upgrades to an item are a complex process that requires time. It can take up to 8 hours depending on the size of the upgrade. The base stats of an upgraded item are calculated based upon its new ilvl and other properties. This calculation determines the latest Armor Class bonus, damage dice, as well as other important stats. In some instances the upgrade can grant additional advantages that can be picked from a list of available benefits.

Rarely, the new benefits obtained will cost more than one perk slot to acquire; in these situations, the upgrade will only replace the perks with the highest cost. A Blacksmith Blessing or an upgraded version of it can be used to increase the odds of a successful upgrade. This item is useful if you have an item or weapon gear that has reached the maximum level for its tier, or is close to it. This item lets you upgrade the equipment to the next level without risking its breaking.
