What is an Item Upgrader in Pokemon Go?

The item upgrader is an additional widget to the top of both the Angel and Cash Upgrade Windows. This Manager is a cost of 33 billion Angel Investors, and has no other benefit to the game, aside from making it easier to purchase upgrades.
